Due to the coronavirus outbreak, businesses were affected across sectors that led to the temporary shutdown of the industries; it left migrants with no jobs. All migrants came back to their respective home. This example left everyone with no choice to earn. In Countries like India, where poverty is on the height, how people are going to be ready to get jobs and earn money for his or her livelihood. Thanks to the nationwide lockdown to combat the spread of COVID-19 lakhs of migrant workers returned to their home states following loss of employment in urban centres. The govt is trying to supply jobs to each people that haven’t any option left for earning during this situation. For Achieving an equivalent the govt has come up with a scheme Called “Garib Kalyan Rozgar Abhiyaan 2020”. it’s comeup with the target to spice up the utilization and livelihood opportunities for the migrated people that migrated to their respective states due to the pendemic situation. This Scheme basically focuses on durable rural infrastructure and providing modern facilities within the country just like the Internet within the villages, Roads, School, Housing, Anganwadis, Panchayat Bhavans, various livelihood assets and Community Complexes among others. the most purpose of bringing this Scheme is to assist people in working closer to their home. Prime Minister Narendra Modi launched the Scheme on 20th of June 2020 with an outlay of Rs 50,000 crore.
The Scheme has come up with the target to supply migrant worker with an employment just closer to their home. The Abhiyaan has come up with the mission mode of labor in 125 days, which has identified 25 working areas for employment in villages, for the event of varied works. These 25 identified works are basically to satisfy the requirements of the villages like rural housing for the poor, Plantations, provision of beverage through Jal Jeevan mission, Panchayat Bhavans, community toilets, rural mandis, rural roads, other infrastructure like Cattle Sheds, Anganwadi Bhavans etc. it’s come up with the fashionable facilities to supply within the country to satisfy the need of high speed and cheap Internet to the agricultural household to assist the youth and youngsters, in order that they’re going to be ready to study and learn like those in cities. It directly shows that the motive of state is to convert Covid crisis/pandemic into a chance.
The Abhiyaan has come up with the mission mode of labor in 125 days, with the implementation of 25 catagories of activities in 116 districts across India. It was started from village Telihar, Block Beldaur, district Khagaria, Bihar on June 20 (Saturday) through Videoconference attended by the CMs and Representatives of the 6 Participating States, Various Union Ministers and others. There are 6 states that are selected for the implementation of this scheme where the massive numbers of migrants have returned namely;
- Bihar (32 Districts including 12 Aspirational Districts)
- Uttar Pradesh (32 Districts including 5 Aspirational Districts)
- Madhya Pradesh (24 Districts including 4 Aspirational Districts)
- Rajasthan (22 Districts including 2 Aspirational Districts)
- Jharkhand (4 Districts including 1 Aspirational Districts)
- Odisha (3 Districts including 3 Aspirational Districts)
There are 12 different ministries/Departments which are under the confluent effort namely: Rural Development, Panchayati Raj, Road Transport & Highways, Mines, beverage & Sanitation, Environment, Railways, Petroleum & gas, New & Renewable Energy, Border Roads, Telecom and Agriculture, for the implementation of the scheme.
These 25 identified works are basically to satisfy the requirements of the villages, which are as follows:
- Construction of Community sanitation centre (CSC).
- Construction of cattle sheds.
- Construction of Gram Panchayat Bhawan.
- Construction of poultry sheds.
- Works under 14th FC funds.
- Construction of Goat Shed.
- Construction of National Highway works.
- Construction of Vermi-compost structure.
- Conservation & Harvesting works.
- Construction of Wells.
- Plantation works.
- PM Kusum.
- Bharat Net.
- Construction of Anganwadi Centers.
- CAMPA plantation.
- Construction of rural housing works.
- PM Urja Ganga Project.
- Rural connectivity works.
- KVK training for Livelihoods.
- Solid and liquid waste management works.
- District Mineral Foundation Trust (DMFT) works.
- Construction of farm ponds.
The scheme has come up with the motive to boost employment and livelihood opportunities for migrant workers returning to villages, in the wake of COVID-19 outbreak. It’s come up with the fashionable facilities to supply within the country to satisfy the need of high speed and cheap Internet to the agricultural household to assist the youth and youngsters.
